Clarifies that any express or implied agreement to keep medical information confidential is waived under certain circumstances.

Provides that the Patient's Privacy Protection Act and the medical records statute may not be construed to create an agreement to maintain medical information as confidential if disclosure is permitted or required by state or federal law or the Tennessee Rules of Civil Procedure.
